The ARP ships would be the biggest and easiest testing grounds for this as well having actual sister ships.

Basically, a repeat of Prinz Eugen/Hipper where the Collab ship is literally a sister ship but doesn't have any gimmicks as far as consumables or flavors go just mostly historically accurate armament/armor-wise, but almost exact performance to the regular line sister ship.

On the bright side though that means more actual historical hulls that could potentially debut as Collaboration-only ships first, in another kind of "controlled live testing" the way Premiums are for other abilities, except in this case, testing whether side-grade or quarter tier "upgrades" can fit into certain tiers without a typical Premium gimmick. They just have some apparent bone to pick anime content. Those is proved by the fact that whenever silly camos like the Texas' US flag clown camo are added, they don't scream bloody murder, even though it breaks "mug immersion". Really it's just a bunch of crybaby old men whose buttocks clench at the sight of anime.
